"Est. 2953 – In Service to the United Empire of Earth"

Article I: Mission Statement

The Naval Expeditionary Command (NEXC) is a rapid-response, multi-role fleet operating under the sovereignty and values of the United Empire of Earth. Our mission is to provide frontline defense, deep-space reconnaissance, humanitarian support, and tactical engagement capabilities across the known and unknown regions of the verse.

We exist to project stability, preserve sovereignty, and protect life — both human and allied — wherever our presence is needed.

Article II: Organizational Structure

1. Command Council

The Command Council is the strategic leadership body of the NEXC, responsible for overseeing operations, diplomacy, fleet readiness, and internal governance. Council members are appointed based on merit, experience, and service record.

  • Grand Admiral (GA) – Overall authority and responsibility for all NEXC operations.
  • Vice Admiral (VA) – Second-in-command; ensures execution of operational directives and oversees internal affairs.
  • Division Leaders – Senior officers responsible for specialized branches (Combat, Exploration, Logistics, Intelligence, etc.).

2. Operational Divisions

  • Combat Operations Division – Responsible for fleet engagements, patrols, interdiction, and defense missions.
  • Expeditionary Sciences Division – Manages exploration, mapping, research, and first-contact assessment.
  • Logistics & Support Division – Oversees fleet resupply, repair, medical aid, and civilian protection.
  • Intelligence & Reconnaissance Division – Handles data collection, surveillance, and early threat detection.

3. Enlistment and Ranks

The NEXC maintains a structured ranking system to reflect duty, commitment, and leadership. Ranks include both enlisted and officer paths, with promotion based on merit, performance, and time in service.

Article III: Code of Conduct

All members of the NEXC are bound to uphold the highest standards of conduct, whether in battle, during diplomacy, or in public interaction. Violations of this code may result in disciplinary action, up to and including expulsion.

  • Loyalty – Members shall remain loyal to the unit, the UEE, and the core principles of service.
  • Respect – All personnel shall treat allies, superiors, civilians, and each other with dignity.
  • Discipline – Orders are to be followed, and the chain of command respected.
  • Honor – Integrity in word and deed is expected at all times.
  • Discretion – Sensitive information must be safeguarded at all costs.

Article IV: Operational Doctrine

The NEXC is governed by an adaptable doctrine based on four key tenets:

  • Mobility – We move swiftly to where we are needed most.
  • Precision – We strike surgically to neutralize threats with minimal collateral damage.
  • Initiative – We act before situations escalate beyond control.
  • Interoperability – We coordinate with UEE branches, civilians, and allied organizations to achieve mission success.

Article V: Membership

The NEXC is open to citizens and trusted residents of the UEE who demonstrate:

  • A commitment to duty and service
  • Competence in their chosen field (combat, logistics, exploration, etc.)
  • A respect for protocol and teamwork

Members may enlist as Cadets, Pilots, Marines, Engineers, Analysts, or support personnel. Advancement is based on performance and leadership.

Article VI: Diplomatic Policy

The NEXC maintains official neutrality unless directed otherwise by the UEE High Command or the Command Council. Alliances, treaties, or cooperative operations are subject to approval by council vote and must align with UEE law and strategic interest.

Article VII: Amendments

This Charter may be amended through a majority vote of the Command Council and ratified by a two-thirds vote of all active officers above the rank of Lieutenant. Amendments must be clearly documented and made available to all personnel.

Article VIII: Dissolution Clause

In the event of dissolution, all active members shall be formally discharged with honors and returned to civilian status or referred to other UEE branches. All fleet assets, sensitive data, and operational intelligence shall be secured or decommissioned per UEE Naval protocol.
